Meet our Board of Directors
Many Picacho Hills residents are saddened by the sudden passing of our friend and colleague Dave Zeemont. All of us have gained from knowing Dave, but in particular, we who live in Picacho Hills have benefitted from his commitment to community service. Dave had a long, rich history on the PHPOA Board. If you wish to make a donation, please consider an organization close to his heart, K94paws.org., which trains service dogs to empower veterans with disabilities.

The Board meets at 3 PM on the first Thursday of each month at Picacho Hills Country Club. Members are welcome to attend.

Paul Migliore paulmigliore@msn.com Lisette and I purchased our Picacho Hills home in August 2017, and like some of you, we have been in a perpetual state of remodeling. As a career engineer, I designed U.S. Navy aircraft, taught aeronautics at two universities, was a licensed general contractor in California, a senior project manager at the National Renewable Energy Laboratory, operated several small businesses and built or remodeled many homes and offices. My interests are in beautification of the community, increasing membership, and maintaining a mutually beneficial relationship with the Picacho Hills Country Club. I am pleased to have achieved my goals for the PHPOA, which were to reduce spending obligations, moderate the workload of Board members, and re-energize our landscape construction program. From serving many years on association Boards, I know that without volunteers, nothing happens. That is why I am so grateful for the participation of my fellow Board and committee members.
Sterilla Smith Sterilla.smith@gmail.com Originally from Delaware, Ohio, my father was a career Army officer and as such we moved often. I have been married to Jim Creek (House, New Mexico) for 35 years. We have one daughter, Sarah (Lieutenant Colonel, Ft. Bragg, NC) and 4 grandchildren. Sarah’s husband is a Chaplain at Ft. Bragg. I graduated from Ohio Wesleyan in 1972 with a degree in Elementary Education and taught at several elementary schools in Ohio. In 1977 I received a commission in the US Army from which I retired in 2012 as Colonel. I consider my best assignment to have been as Battalion Commander, Fort Huachuca, AZ. A small (200 Soldiers) training battalion, I was responsible for sending mobilized and volunteer instructors to many locations in the US from 1999 to 2003. We maintained a strong family care group to help with the stress the mobilizations caused. I also retired from Ft. Huachuca where I served as the civilian editor for the Military Intelligence Professional Bulletin.
Janis Paul Jjobert12@comcast.net An El Paso native, I spent most of my life in El Paso. I worked in advertising for over 25 years, which included 15 years co-owning and operating a Full-Service Advertising Agency and Trade Show Display company. In 2004, I changed my focus to Real Estate, which continues to this day with my licenses in New Mexico and Texas. Throughout my life, I have been committed to community service. The most rewarding has been volunteering and serving as a Member of the Board of Directors of the YWCA, Paso del Norte Region, volunteering for Animal Rescue League and Humane Society-El Paso, organizations that benefit women, children and animals. My husband, Paul Maxwell, and I moved to Picacho Hills in 2017. We have met many wonderful people and enjoy golf and other activities. My husband is an artist and a member of the Artists of Picacho Hills.
Lynn Zeemont mudjob@aol.com Dave and I, along with Sequoia, our dog, moved to Las Cruces from the suburbs of New York eleven years ago. Sequoia was the first to learn the true meaning of cacti. I had my own business in the stone industry, representing stone importers from around the world, as well as a direct sales business of products to the fabrication and restoration industry. By joining the LGA, I have met the best of friends and have enjoyed serving the organization as Treasurer and President. By serving on the PHTPA board, I hope to help expand the pickleball program to many of the residents. By serving on the PHPOA board, I hope to help encourage new residents to get involved with many of our sponsored events as well as to look to explore the benefits of joint ventures with the Picacho Hills Country Club.
Margie Herberger Mpherbe@me.com After retiring from Buffalo, NY, my husband Dave and I lived happily in Picacho Hills for 16 years. Last year, COVID caused us to move closer to family. However, after trying out life in North Carolina, we are back in Las Cruces enjoying the sunny climate and all the friends we'd left behind. Life is such an adventure! After being an English educator for 38 years, I never lost my love for words. My passion is precise language, needed more than ever in today's world of information confusion. Since living in Las Cruces, I have enjoyed teaching at DACC and service to several volunteer groups, mostly in the field of communication. I enjoy serving on the PHPOA Board, helping to improve life on our hill in any way I can.
Vicki Hook vickihook@icloud.com After living in Denver, CO for 29 years, my husband, younger son and I arrived in Las Cruces in October 2019, because of my husband’s acceptance of a position with NASA. My professional career has included: public school teacher in El Paso, TX; computer software sales in San Francisco; health science educator, Denver Museum of Nature and Science; private funeral home advance planning counselor, Denver. Board positions have included Colorado youth club soccer teams; Colorado State National Alliance of Mental Illness; and Colorado Youth Bagpipe Band. Recreational activities include golf, hiking, skiing, and volunteering for ten years at Copper Mountain Ski Resort with the National Ski Patrol. Living in a golfing community and playing more golf has been a dream for many years, and Picacho Hills provides the perfect opportunity for both.
Pat Anderson bearlafb@aol.com Pat comes to us with extensive experience on several Boards. From 1986-1994, she was an Officer and Board Member of the Montclair VA Property Owners Association. Pat served on the Architectural Design Committee and as President of the Alto Estates III HOA from 2002-2019. In addition, Picacho Hills residents are familiar with her long-term service on the PHPOA Board as both Officer and Board Member until 2016. Luckily, Pat has agreed to lend her expertise to our Board again.
